Scooters are a fun way to strike up conversation on a blind date, or if a group of people just want to go have a blast around town. If the scooter is 49cc or under, the driver will not need a motorcycle endorsement (but they will need a driver's license).
Since scooters are dirt cheap, by renting them out you will pay back your investment and then some within weeks. So it doesn't cost too much, start with only 2 scooters. Rent them out at an hourly rate of $10 an hour, with a minimum of 5 hours per scooter. If the customer would like to take it for 24 hours and return it the next morning, they can pay an additional $10 ($60 in total.)
If you want, you can offer the driver insurance for an additional rate ($10-$20). For instance, if you had 2 scooters rented out 15 days of the month with the $60 charge, that would bring in $1,800 a month for 2 scooters.
If your business becomes more successful, you can rent out protection gear such as helmets, googles, gloves, jackets, pads, etc.
For advertisements, put stickers on the scooters. If there is a local university, go the the news board and advertise. You will find that most of your customers will be of college age.
